I assume you mean to view the skins in the game and not in 3D Studio?
If that's the case, the skins go in the C:|LFS|data|skins folder (replace C:|LFS with your path) and you apply them from within the game in the Garage area.
The wheels are only for rendering purposes - not for use in the game.
